Elliston RSL Memorial Building Mural 2026: South Australian Artist RFQ Closes 6 November

A South Australia-only public art commission proposal

The District Council of Elliston is calling for quotations from professional practising South Australian artists and artist teams to create a permanent external mural for the RSL Memorial Building at 34 Beach Terrace, Elliston. The RFQ opened on 28 September 2026 and closes on Friday 6 November 2026 at 12:00 noon Australian Central Daylight Time (ACDT). It is explicitly directed at South Australian professional practitioners, so overseas muralists without qualifying South Australian status should not assume the opportunity is internationally open.

The building has two strands of shared history. Its RSL memorial role reflects local service, sacrifice and remembrance associated with Australian military and community life. It was also formerly a kindergarten, remembered by families and educators as a place of care, play and belonging. The council seeks an artwork that acknowledges both roles through a carefully considered contemporary image.

No automatic commission fee and the contract depends on a funding decision

The council is conducting an RFQ and expects interested artists to provide their own itemised price and delivery methodology. The public invitation does not state a guaranteed flat artist fee for every respondent, and it is not an artwork prize paid simply for submitting a sketch. The council plans to support an application to the CreateSA Projects: Public Art and Design programme, so choosing a preferred artist and beginning the commission remains dependent on securing funding, council approval, due diligence and a signed written contract.

An initial shortlist or preferred appointment is therefore not the same as a confirmed commission. If the funding application succeeds, detailed research and design are projected for May–July 2027, and installation for August–December 2027. Artists should not book travel or expensive materials in expectation of work that has not yet been formally approved.

What to show in an artist quotation

The council's request looks for relevant public-art and mural experience, an approach that respects both the RSL and former kindergarten histories, engagement with the community, durable outdoor materials and a realistic delivery budget. Applicants should study the full artist brief and RFQ, which include building imagery and wall options, before selecting the scale and placement of a proposed concept.

A responsible quotation should separate research, creative labour, painting materials, surface preparation, equipment, transport to Elliston, stakeholder workshops if needed, insurance, maintenance and contingency. The council's published evaluation criteria give weight to artistic response, demonstrable past mural work, community collaboration, durability and safety, as well as value for money. Do not assume painting straight onto the building is permitted before a signed agreement.

A locally grounded artistic response

Artists could consider connections between generations, memories of the kindergarten, the meaning of the memorial, local landscapes and the community's changing uses of shared space. These are interpretive prompts rather than prescriptive images from council. Engagement with relevant veterans, families and local custodians should be handled through the nominated procurement contact, not by directly approaching members of the memorial committee or children who previously attended the school.

The council expressly asks that applicants not approach elected members, stakeholders or building users outside its arranged consultation process. This rule safeguards procurement fairness and prevents conflicting instructions. Permission for any direct site visit also needs to be organised through the council.

Submission calendar and contact

Artist questions officially closed at 5:00 p.m. ACDT on 16 October 2026, before the final quotation deadline. Quotes remain due by noon on 6 November 2026, with the preferred artist tentatively expected to be identified on 24 November. The commission is nevertheless conditional on funding and other approvals. Submit according to the Request for Quotation, not just a social media message.

Why the organiser can be identified

The District Council of Elliston is a statutory South Australian regional local authority with an active public website, cultural tourism and heritage information, community consultations, and an established history of murals in the town. Its late-September 2026 official news item names the actual building, dates, eligibility, procurement criteria and conditional funding arrangement. These details provide concrete public checks for prospective artists. However, due to a temporary web-access error when revisiting the dedicated notice, applicants should obtain the current PDF documents from Council before sending any personal or business information.

Official information checked against the council's published 28 September 2026 notice on 19 October 2026. Do not rely on this summary as a substitute for the quotation conditions.
