A 20-year maintenance roadmap for an owned cultural building

The Massachusetts Cultural Facilities Fund's Systems Replacement Plan (SRP) Grant supports cultural organisations in commissioning a long-term study of their buildings' essential systems. The planned output is a 20-year capital-needs assessment covering the building envelope, heating and cooling, electrical and plumbing equipment, and life-safety systems. For a nonprofit art museum, gallery, photography centre or public cultural institution that owns its physical premises, the programme can help forecast future repair and replacement costs before unexpected failures interrupt exhibitions. It is not direct cash support for an artist's personal artwork, and it differs from the fund's larger Capital Grants for actual construction.

Ownership is essential, not optional

The Systems Replacement Plan category specifically requires the applicant to OWN the cultural facility being assessed. An organisation renting a gallery without ownership cannot simply apply to this category, even though the Cultural Facilities Fund has other streams that may allow leased facilities. The overall fund principally supports Massachusetts nonprofit cultural organisations, municipalities and qualifying colleges with facilities accessible to the public. Applicants should establish the property's title, the organisation's operating status and the cultural activities served by the building. The final eligibility assessment also considers public benefit, community need, financial need and local support.

A preselected contractor carries out the assessment

Unlike an ordinary planning award in which the applicant proposes its own consulting firm, SRP projects are delivered by a third-party contractor already selected by the Cultural Facilities Fund. The contractor inspects the roof, walls, entry systems, heating, ventilation, cooling, electrical and plumbing systems and relevant safety features. The result estimates remaining useful life and forecast replacement costs over two decades. This helps gallery boards understand when to replace critical equipment without misallocating limited exhibition budgets. Applicants do not need to create a tender for a separate SRP contractor themselves.

FY27 amounts, 1:1 match and deadline

The public FY27 funding information lists Systems Replacement Plan grant amounts from $8,000 to $14,000, based on the facility's size and assessed needs. A 1:1 cash match is required, and the match for this category cannot be claimed simply from unrelated spending on completed capital work. The FY27 portal opened October 8, 2026 and closes December 10 at 11:59pm Eastern Time. Submissions go through the official grant management system and include building documentation, finances and materials specified by the current SRP guidance. Awards are expected to be announced around June 2027. The detailed application must use FY27 materials, not old FY26 dates visible in some archived content.

Official sources and past programme activity

Mass Cultural Council and MassDevelopment administer the Cultural Facilities Fund, a Massachusetts public programme established in 2006. Its own published FAQ clearly distinguishes Capital, Feasibility & Technical Assistance, and Systems Replacement Plan categories, with matching requirements and owner eligibility. Its prior programme history documents capital assistance to hundreds of nonprofit and civic cultural institutions. Review the currently linked FY27 checklist, any limitations on combining applications, property ownership requirement and the submission portal on the official website before sending tax, deed or banking records.
