UMEZ Arts Engagement 2027: Upper Manhattan Media and Digital Art Projects Can Seek $20,000

Lower Manhattan Cultural Council (LMCC) has opened the 2027 UMEZ Arts Engagement application cycle for artists, artist collectives and nonprofit arts organisations rooted in Upper Manhattan. Awards of US $1,000 to $20,000 support publicly accessible arts presentations within that part of New York City. The programme explicitly spans media and visual arts as well as performance, literature and traditional disciplines, so a locally produced new-media exhibition, interactive artwork presentation, artist-led screening or community-focused media festival may be suitable if it meets all project and public-engagement conditions. The deadline is Thursday, November 12, 2026 at 6:00pm Eastern Standard Time.

The eligible geography is much narrower than New York City

Applicants must be based in Upper Manhattan and propose activities that will be presented to the public there. The organiser defines Upper Manhattan as the area north of East 98th Street on the east side of Fifth Avenue, and north of West 110th Street on its west side. For the 2027 Manhattan Arts Grants structure, UMEZ Arts Engagement corresponds to Manhattan community districts 9, 10, 11 and 12. This is narrower than LMCC's Creative Engagement programme, which covers Manhattan districts 1–12. A digital artist who lives elsewhere in New York State cannot assume eligibility just because the project might appeal to Upper Manhattan residents.

A distinct fund within the Manhattan Arts Grants family

UMEZ Arts Engagement is funded by the Upper Manhattan Empowerment Zone Development Corporation and administered by LMCC. It is separate from Creative Engagement and from Creative Learning, which funds sequential arts education for older adults. For 2027, however, Creative Engagement and UMEZ Arts Engagement share a consolidated online project-funding application. Applicants answer an eligibility questionnaire and LMCC determines which funding sources apply; they do not submit two separate applications for the same or different projects merely because two programme names appear. One proposal for one project per cycle is the general rule.

Public-facing media art is central to eligibility

The purpose is to increase the diversity, accessibility and frequency of arts presentations in Upper Manhattan. Eligible formats include curated exhibitions, screenings, live performances, participatory art installations, public art, festivals and other artistic events. Media artists can consider an interactive installation developed for a neighbourhood venue, a screening with a public discussion, or an experimental mixed-media project with significant audience interaction. The artistic project and the opportunity for the public to experience it matter more than the mere use of VR headsets, video editing software or a game engine.

The programme normally supports in-person events, but recognises accessible remote or online events designed for Manhattan audiences that include real-time artist interaction or active audience engagement. It does not support simply making a stand-alone app, uploading a recording or posting a video on the internet for people to view independently, with no public event or participatory element. Applicants proposing an online component should explain where they intend to reach the community and why the format addresses audience access needs, and discuss unusual online formats with LMCC.

Funding range and eligible expenses

The official award range for 2027 is $1,000 to $20,000, subject to eligibility, funding source and panel assessment. The project budget can include planning and production costs related to the public presentation, artist and creative-team fees, venue and technical expenses and necessary outreach. LMCC requires applicants to budget fees for participating professional artists, including the artist applicant if they are performing work on the project. The fund is not a general annual operating grant, an automatic equipment subsidy, nor a way to pay for a film's distribution to third-party festivals. Film-related applications should focus primarily on a genuine public screening or other live audience encounter.

Timing, documents and community relationship

The planned public presentation must take place during calendar year 2027 and within the eligible Upper Manhattan area. Venues do not necessarily have to be confirmed when the application is submitted, but applicants must give a credible intended location and keep any later replacement venue within Upper Manhattan. Projects should outline the community served, participating artists, programme format, event schedule, artistic examples, intended audience access and a realistic detailed project budget. For films or digital installations, samples of relevant completed work help the review panel understand the artistic approach and the applicant's ability to produce the event.

November 12 deadline and the shared application

Applications opened September 8, 2026 and close November 12, 2026 at 6pm EST. LMCC's Submittable platform uses one project-funding form for both Creative Engagement and UMEZ Arts Engagement; it should not be interpreted as two separate grant applications that each artist must file. Applicants can review guidelines and complete an initial eligibility check before writing a full proposal. Selection results are expected April 5, 2027. Applicants who have received UMEZ funding three consecutive years may have a one-cycle break requirement, and applicants with outstanding final reports must satisfy the programme's administrative conditions.
