NSW Transitional Operational Funding 2026–27: Up to A$150,000 for Previously Funded Arts Organisations
A targeted bridge for existing NSW cultural organisations
Create NSW has opened its 2026–27 Transitional Operational Funding Program with a deadline of Tuesday 3 November 2026 at 2:00 p.m. Sydney time (AEDT). The scheme offers grants of up to A$150,000 and has A$1.5 million allocated overall. Its objective is to stabilise eligible arts and cultural organisations and support creative activity from 1 January 2027 through 31 December 2028.
This is particularly relevant to NSW galleries, artist-led visual-arts organisations, media-arts presenters and other established cultural groups facing a gap in operational funding. It is not an unrestricted open call for individual artists, a commission for creating a single video, or an opportunity for any new organisation to register and automatically receive funding.
Eligibility: two earlier grant-history conditions must BOTH be met
The applicant must have applied unsuccessfully for Create NSW's two-year multi-year funding for 2026 and 2027. It must also have received Create NSW multi-year funding, or annual organisational funding for activities in the 2025 calendar year. The scheme is specifically designed to address the transition between NSW funding cycles; an organisation that has never been supported by Create NSW cannot bypass these prior-award requirements.
Eligible organisations must be based in NSW, or demonstrate a significant contribution to the NSW arts and creative industries. They need an ABN matching the applying entity's name and a business account held with an Australian financial institution. Individuals are explicitly excluded, as are those already receiving specified current multi-year investment. This narrow eligibility should be the first item prospective applicants check.
What may be funded
The government lists organisational operating expenses, permanent staff wages and fees, superannuation, venue rent and utilities, accessibility, governance and strategic planning, audience engagement, and activity directly necessary for approved cultural program delivery. These costs must fall within the funded period and be justified as necessary and reasonable.
The program is not restricted to one-off exhibition installations. For example, an established media-arts presenter might propose to maintain its core programming, improve accessible visitor experiences or fund the staff required to prepare a future exhibition program. All public-funded performance activity must comply with the relevant NSW performer-fee requirements, including the minimum musician performance-fee policy stated in the guidelines.
Application strategy and evidence
A strong submission should document the unsuccessful earlier two-year funding application, 2025 Create NSW grant history, audited or otherwise suitable finances, governance, activity programme, beneficiaries, community outcomes and how this bridge funding helps the organisation remain viable while preparing for future funding opportunities.
Applicants should distinguish confirmed operating income from forecasts and show that requested staff, property and programme costs are proportionate. Activities must begin by 1 January 2027 and end no later than 31 December 2028. Any unrelated expenditure or unsupported budget assumptions could undermine an otherwise eligible case.
Who runs it and how can it be verified?
Create NSW is the NSW Government arts-funding administrator and publishes this scheme within its official Grants and Funding portal. It outlines the targeted applicant group, grant ceiling, eligibility tests, decision-making arrangements, assessment process and official SmartyGrants application system. The programme is run under the NSW Grants Administration Guide, allowing applicants to review formal policies and public accountability.
Government publication and specific grant history requirements make it straightforward to distinguish this program from advertisements promising automatic 'government arts cash'. The grant is competitive: qualifying does not guarantee an award.
