December funding round for Singapore arts projects

Singapore's National Arts Council (NAC) has published the upcoming deadline for applications to the Tote Board Arts Fund. Proposals intended to commence on or after 1 April 2027 must be submitted by 15 December 2026 at 11:59 p.m. Singapore time, through the official OurSG Grants portal. The scheme's results for this intake are expected by 15 March 2027, with supported projects ending no later than 31 July 2028.

This is a Singapore-based fund for eligible community-connected arts projects rather than an international visual art prize in which anyone can upload a photograph. Organisations, community arts groups and relevant creative practitioners should use the official overview and criteria to establish their eligibility, project requirements and funding limits before applying.

How photography, visual art and new media may contribute

Projects may use visual storytelling, community photography, exhibitions, participatory art-making or creative workshops where these meet the Arts Fund's objectives. A digital artist collaborating with local schools or neighbourhood organisations could explore culturally relevant images and engagement with local audiences, for example. Such possibilities are project ideas, not a guarantee that any standalone commercial NFT release, independent film or technology purchase is eligible.

NAC's community arts approach places importance on public benefit and access. The applicant should show whom the project serves, how participants will be involved, what artistic and educational value is produced, and how the programme aligns with the scheme. Media-art proposals should specify equipment, venue access, public safety and intellectual-property permissions where necessary.

Application timetable and why the starting date matters

NAC publishes a table of rolling application cycles. Earlier 2026 deadlines included 15 April and 14 August; for the next cycle the precise closing date is 15 December 2026 and the project starting threshold is 1 April 2027. Projects scheduled to begin in March 2027 cannot assume eligibility under this later round. The fund also states that all projects supported in its published schedule must end by 31 July 2028.

Applications must reach NAC before the project begins, and emails or hard copies are not accepted. The portal closes at 23:59 Singapore time, which can differ from the artist's home timezone. If some confirmations from collaborators are still pending, NAC says applicants should submit by the deadline and identify precisely what remains unconfirmed, followed by the missing details when available.

Financial and contracting cautions

The publicly visible application schedule does not promise a fixed amount of support to every applying artist or group. Eligible activity and expenditure will be assessed under the full Arts Fund guidelines, which applicants must review along with the current OurSG Grants form. It would be misleading to advertise a particular cash award, equipment budget or percentage reimbursement without reference to the applicable grant provisions.

Build a project budget covering artist fees, access arrangements, materials, installation and removal, insurance, community engagement and any confirmed contributions. Where partners are involved, distinguish their written commitments from hoped-for support. Applicant organisations should also review NAC's obligations for reporting, documentation and public acknowledgement after a successful award.

Organizer credibility and how to avoid false grant brokers

NAC is a Singapore government statutory arts agency that supports public arts programming, artist development and participation across visual, performing and traditional arts. Its official portal supplies the Tote Board Arts Fund overview, an application timetable, detailed programme criteria, a government grant gateway and a help email. This public and documented process helps applicants verify the scheme without paying a third-party agent claiming guaranteed funding.
