The Creative Europe MEDIA 2027 European Co-Development call offers project-development funding to independent European audiovisual production companies collaborating across borders. Applications close 3 March 2027 at 4:00 p.m. Irish time. Its purpose is to support a single co-developed work rather than an entire company slate. An eligible consortium with two beneficiaries can request up to €120,000, with an additional €60,000 for each further eligible beneficiary under the standard rules. This amount is a maximum, not a promised award.

What films and immersive works qualify?

Supported formats include cinema-oriented feature fiction, animation and creative documentary, television or digital-platform productions, and interactive immersive projects such as narrative virtual reality. The 2027 published summary requires cinema-oriented works to be at least 60 minutes; TV or online fiction totals at least 90 minutes, animation at least 24 minutes and creative documentary at least 50 minutes. Interactive immersive fiction, animation or creative documentary projects, including narrative VR, can qualify without a minimum length. Project format and commercial exploitation plan must be credible.

The cross-border consortium is mandatory

At least two eligible and independent European production companies must participate as formal beneficiaries, based in at least two different countries participating fully in the MEDIA strand. The lead company must be an eligible coordinator and must hold a signed co-development agreement with its qualifying partner or partners. Simply hiring a freelancer abroad, naming a foreign distributor or collaborating informally does not meet the formal consortium requirement. A director or independent artist operating without a qualifying production company cannot assume they can apply alone.

Funding caps and one important exception

The standard funding maximum is €120,000 for two eligible beneficiary companies; each additional eligible company can increase the ceiling by €60,000. The published call also specifies a different ceiling for co-developing drama series with intended production budgets of €20 million or above: €200,000 for two beneficiaries, plus €100,000 for each additional eligible beneficiary. Funding is structured as a lump-sum grant, with the call document defining the eligible budget and grant rate. Applications must explain the requested amount rather than simply quote the ceiling.

Can non-European partners join?

The published guidance allows associated partners from countries outside the MEDIA participating area, including countries such as Korea under international cultural cooperation arrangements. However, those associated partners cannot automatically act as grant beneficiaries. Teams in Japan, China or elsewhere considering a co-production should first check which entities can legally receive funding, who controls the rights and whether the creative and financial arrangements satisfy the signed agreement requirement.
