Kiruna 2029 Sweden Seeks New Cultural Project Ideas: Test an Idea Until 31 December
A European Capital of Culture looking for creative proposals
Kiruna in northern Sweden is preparing its European Capital of Culture programme for 2029 and invites people and creative organisations to contribute proposals. Artists working with photography, digital installations, video, immersive stories or community art may have relevant ideas where they respond to the region's social and cultural priorities. Kiruna's programme highlights its Arctic identity, ongoing city relocation and indigenous Sámi and Tornedalian cultural perspectives. This is a multi-disciplinary public cultural programme, not a digital-art-only competition.
Two different application routes and two deadlines
The municipality's current official page distinguishes 'Artistic Project' proposals from early 'Test an Idea' entries. Ready-to-submit Artistic Project proposals can be sent by 31 October 2026; the simpler 'Test an Idea' route remains available until 31 December 2026. The two forms are not interchangeable. A person with only an exploratory concept should choose Test an Idea, while a developed project with partners and a detailed plan should check the full Artistic Project rules and administrative requirements.
What the artistic programme is seeking
Kiruna wants culturally ambitious, collaborative projects that can broaden perspectives, create opportunities for residents and visitors and connect local stories with European networks. Its approach considers city transformation, the Arctic, sustainability, local communities and participation, as well as the wider value of art in social development. Digital proposals should focus on artistic relevance and meaningful local collaboration, not merely the use of advanced equipment.
Funding is not automatic
Submitting an idea is not a grant award, residency acceptance or commissioning agreement. The programme team assesses proposals for potential inclusion in the official 2029 programme and may pursue conversations with suitable organisers. Applicants should not budget a guaranteed subsidy, exhibition space or participant travel support until they have a separate written agreement. Details of financial participation for fully developed artistic projects do not automatically extend to an early-stage Test an Idea submission.
About the organiser and trustworthiness
The invitation is hosted on the official Kiruna municipality website, with links to the city's e-service application forms. The European Capital of Culture designation is an EU cultural initiative; Kiruna's team gives a direct programme contact and public information about its artistic vision and selection approach. Reviewing those municipal sources helps distinguish an official invitation from a third-party listing with outdated dates.
